The Bureau of Justice Statistics (BJS) is publishing this notice to announce the Technical Assistance Program to support activities under the State Justice Statistics Program for Statistical Analysis Centers (SJS SAC) in FY 2024. The SJS SAC program is designed to maintain and enhance each state's capacity to coordinate statistical activities in the state, conduct research on relevant criminal justice issues, and serve as a liaison to help BJS gather data from state agencies.

The Statistical Support Program for the Bureau of Justice Statistics supports statistical and methodological research to develop new collections and develop methods to modernize and restore existing or inactive data collections, and to aid BJS in special statistical analyses. The Criminal Justice Statistics Program (CJSP) includes nearly 50 separate statistical data collections on policing, prosecution, courts, institutional corrections, community supervision, and victimization.

The Bureau of Justice Statistics (BJS) will be seeking an applicant to administer the 2024 National Survey of Victim Service Providers (NSVSP). The NSVSP is part of BJS's Victim Services Statistical Research Program, an effort to develop a statistical infrastructure around victim services and address major gaps in our knowledge about the availability and use of services to support victims of crime or abuse.

Pursuant to the Death in Custody Reporting Act (P.L. 113 242), the heads of federal law enforcement (LE) agencies are required to report information regarding the death of any person while that person is detained, under arrest, or in the process of being arrested by federal LE officers or while in custody. The Bureau of Justice Statistics administers the collection of these data from federal LE agencies through the Federal Law Enforcement Agency Deaths in Custody Reporting Program (FDCRP), which has collected yearly data since FY18.

BJS FY24 Continuation of the Federal Justice Statistics Program

The Federal Justice Statistics Program (FJSP) compiles statistical information on defendants processed across various stages of the federal criminal justice system. The successful applicant will be responsible for receiving data files from seven federal agencies beginning with fiscal year 2024 and converting the data received to the Standard Analysis File (SAF) format using SAS statistical software code. The statistical programs will be updated each year to address changes to the agency data files.

With this solicitation, the Bureau of Justice Statistics (BJS) seeks a data collection agent for administering the 2025 and 2026 annual Census of Jails (COJ) to approximately 2,900 jails. The selected applicant will be responsible for developing web version of the survey instruments; updating jail status and contact information; and collecting, processing, and delivering the annual COJ data. From 1970 to 2024, BJS conducted the COJ every 5 to 6 years to gather information on jail populations and facility characteristics.

As of January 1, 2021, the FBI's National Incident Based Reporting System (NIBRS) is the law enforcement crime data reporting standard for the nation. NIBRS collects detailed crime incident data from law enforcement agencies, including data on bias motivated incidents. The Jabara Heyer NO HATE Act NIBRS Transition Program authorizes BJS to provide funding to support law enforcement agencies to transition their crime reporting to comply with NIBRS requirements.
