The State Justice Statistics (SJS) Program is designed to maintain and enhance each state's capacity to address criminal justice issues through collection and analysis of data. The SJS Program provides support to each state to coordinate and conduct statistical activities within the state, conduct research to estimate impacts of legislative and policy changes, and serve as a liaison in assisting BJS to gather data from respondent agencies within their states.
The Oregon SAC is housed Oregon Criminal Justice Commission (CJC) which became the State Administering Agency (SAA) in 2009. The SAC has a direct connection to Law Enforcement Data Systems (LEDS) arrest data, and also sentencing data from the DOC. The SAC also receives quarterly updates of the Oregon court administrative records. The SAC does not collect data directly, but is a clearing house for criminal justice data in Oregon.
The Oregon SAC proposes to continue (from 2015 SJS project) to establish the design and presentation of an online data dashboard presenting performance measures for the Justice Reinvestment Program. These data dashboards will provide an online data distribution system for justice reinvestment performance measures that were developed using the 2014 SJS grant funds. The intended audience for the data dashboard are key local and statewide system stakeholders (district attorneys, county commissioners, community corrections, judges, victim advocates, corrections, law enforcement, and treatment providers). The Oregon SAC proposes using the 2016 SJS grant funds to provide SAC staff time to continue to develop the data dashboards and automate data updates to the web site. This includes the addition of new analysis areas to the online dashboards, including program funding for the victim 10% fund, program funding and county level performance measures for the JRI grants to counties, and the analysis of Oregon drug trends.
This will result in new knowledge and skills for the SAC staff in terms of graphical displays of data in an automated and web based format. The maintenance of the data dashboards after the conclusion of the grant funds can be absorbed by the SAC staff, and will be a minimal workload in terms of troubleshooting data updates and maintaining the web site.
