The primary goals of the 2011 Census of Adult Probation Supervising Agencies (CAPSA) are (1) to develop a national roster of adult probation supervising agencies and their district/county offices that BJS can use as sampling frames for future surveys of probationers and probation officers; (2) to provide accurate and reliable national and state-level statistics that describe the characteristics and operations of adult probation supervising agencies; (3) to update and enhance BJS' current list of respondents to its Annual Probation Survey (APS) (an establishment survey that obtains data on probation populations and their movements onto and off of supervision); and (4) to identify opportunities to improve the APS.
