Description of original award (Fiscal Year 2022, $431,016)

The Colorado Department of Public safety will use FY22 NCHIP funds for 3 projects. The state administrative agency (SAA) responsible for managing NCHIP award activities is the CO Division of Criminal Justice (DCJ), Office of Adult and Juvenile Justice Assistance (OAJJA). The DCJ works closely with the CO Bureau of Investigation (CBI) the division responsible for CO's criminal history records. Both DCJ and CBI are divisions within the Department of Public Safety (DPS), an executive agency of the CO State Government. The three CBI FY22 projects are: 1) Disposition and Criminal History Update project - NICS program and FBI receive the most up to date arrest and disposition information from CO by improving the disposition match rate for misdemeanor and felony records. The project will ensure that inquiries from the NICS program as well as the FBI are receiving the most up to date arrest information and disposition information as possible from Colorado; 2) FBI Record Recovery project - more complete and accurate records from CO Law Enforcement agencies will be submitted to the FBI by updating the CO arrest records submitted to the FBI prior to 1990. The project will address the approximately 200,000 criminal history records in the Colorado Crime Information Act, that are incomplete and missing arrest data; 3) Unmatched Court Charges project - the Colorado Crime Information Center (CCIC) and the NCIC system will have fewer incomplete criminal history records from CO. This will be accomplished by identifying problems and solutions for improving the automated matching process. At the end of this project, the CBI will not have unmatched court charges (or have only minimal number of unmatched court charges) in the temporary database. All court charges will be matched on criminal history records.
