Description of original award (Fiscal Year 2023, $3,078,136)

The Tennessee Bureau of Investigation (TBI) will use funds for the following activities: 1) Continue to take “ownership” of criminal history records originated at the federal level by transitioning records to the state’s repository, removing duplication of and reconciling missing data including dispositions, and mitigating file transfer challenges from the FBI to TBI.; 2) Continue CCH record completion project and improve capacity to connect dispositions to criminal history records; 3) Develop database for the submission of mental health transport records/notices to FlexCheck to improve the ability for TICS (TN Instant Check) to make the correct decision when reviewing appeals firearms transactions for persons denied due to mental health factors; and, 4) Address challenges in processing expungement orders by providing continuing support for manually process expungements in a timely manner and ensure that CCH, AFIS, the TICS unit and other key systems have the most up to date information is needed. All the project activities proposed in this application support the goal of improving the quality, completeness, and timeliness of criminal history record availability to NICS - including synchronizing records between the state and FBI, improving automation of databases, and supporting expungements.
