FY 2022 Oklahoma SJS Program

The OK SAC will use funds to analyze incidents reported in the State Incident-Based Reporting System (SIBRS) from 2016-2022 for up to 332 agencies who reported select property crimes affected by State Question (SQ) 780.  SQ 780 changed the felony value for select property crimes from $500 or more to $1,000 or more. Since SQ 780 took effect, there has been an increased interest in property crimes and the effects of the SQ. The increased interest ranges from anecdotal information of an increase in property crimes and value stolen to additional legislation proposed related to SQ 780. Property crimes for this project will include: Larceny, Fraud, Counterfeiting/Forgery, Embezzlement, and Stolen Property Offenses. The primary objective of this project will be to evaluate crime reporting trends for these property crimes one year before SQ 780, the year it took effect, and five years after it took effect.  In addition to identifying characteristics of these property crimes, staff will analyze the reporting practices during the onset of COVID-19 and the years following COVID-19. Further, staff will evaluate the type of property loss (i.e., stolen, forged, etc.) and the type of property reported. Additionally, staff will analyze data collected for offenders who were linked to the property crimes, and they will incorporate spatial and temporal analysis. Lastly, staff will conduct a data quality review to ensure data elements are accurately reported based on narrative descriptions.
