The introduction describes the study and discusses data collection procedures, file structure, data standards, and codebook information. Most of the facilities surveyed are administered by county governments. A jail is included as a separate facility if it is administered by a local government authority, used to hold persons detained before adjudication or after adjudication for sentences of a year or less, intended mainly for adults, and in a separate physical location or functionally distinct from another facility at the same location. The data are available in two formats: a card-image file and an OSIRIS data set. An appendix, which explains the classification of governmental units, and a glossary are included.
