This is the first in an annual series of summary reports to precede publication of the full annual report of expenditure and employment data for the criminal justice system, announced separately.
Abstract
This summary report includes seven of the main tables from the full annual report, presenting expenditure, employment, and payroll data for six categories of criminal justice activity of the federal, state, and local governments in 1978: police protection, judicial, legal services and prosecution, public defense, corrections, and 'other criminal justice.' expenditure data are for fiscal year 1978, and employment and payroll data are for October 1978. Data totals are displayed for individual state governments, the aggregate local level of government by type (counties, municipalities) within each state, 343 individual county governments with a population of 100,000 or more, and 406 individual municipal governments (cities and townships) with a population of 50,000 or more. In addition, the advance report includes a description of the new federal criminal justice grant allocation formula prescribed by the 1979 justice system improvement act and the method for calculating direct entitlement awards, using criminal justice expenditure data, to states and large counties and cities. The description is accompanied by three special tables (not included in the full 1978 annual report) presenting formula-related data on criminal justice expenditure from 'general purpose revenue sources' for individual state governments, the aggregate local level of government within each state, and for large individual county and municipal governments. Data analysis and survey methodology are presented in an introductory text.
