Description of original award (Fiscal Year 2017, $823,477)
The NICS Improvement Amendments Act of 2007, Pub. L. 110-180 ("NICS Improvement Act"), was signed into law by the President on January 8, 2008. The NICS Improvement Act amends the Brady Handgun Violence Prevention Act of 1993 ("the Brady Act") (Pub. L. 103-159), under which the Attorney General established the National Instant Criminal Background Check System (NICS). The Brady Act requires Federal Firearms Licensees (FFLs) to contact the NICS before transferring a firearm to an unlicensed person for information on whether the proposed transferee is prohibited from receiving or possessing a firearm under state or federal law. The NICS Improvement Act authorizes grants to be made in a manner consistent with the National Criminal History Improvement Program (NCHIP).
Under this award, the Louisiana Commission on Law Enforcement (LCLE) intends to work in partnership with the Louisiana Sheriffs Association, the Louisiana Supreme Court, the Louisiana Department of Public Safety and Corrections, the Louisiana State Police, and the Louisiana District Attorneys Association to coordinate the development and the integration of the states various criminal justice information systems.
LCLEs coordination of the integration of the states criminal justice information systems is enhanced by the guidance provided by the Integrated Criminal Justice Information System (ICJIS) Policy Board.
Funds will be used to improve the completeness, accuracy and timeliness of mental health reporting and bail bond restriction data that would prohibit a person from owning or possessing a firearm by implementing a pilot program in Orleans Parish Criminal District Court magistrate court/pre-trial services that would serve as a model for the implementation of the statewide data capture program and implementing a modernized minute entry program capable of harvesting critical data elements required for posting to NICS.
In addition, LCLE will use funds to render the services of a NICS program manager and a section manager to assist in coordinating and administering the activities of Louisianas NICS Program.
