Description of original award (Fiscal Year 2015, $533,495)

The goal of the National Criminal History Improvement Program (NCHIP) is to improve the Nation's safety and security by enhancing the quality, completeness, and accessibility of criminal history record information and by insuring the nationwide implementation of criminal justice and noncriminal justice background check systems. BJS provides direct financial and technical assistance to the states to improve criminal history and other related records and to build their infrastructure to connect to national record check systems both to supply information and to conduct the requisite checks.

The Wyoming Division of Criminal Investigation (DCI), Office of the Attorney General is the central repository for criminal history record information for the state. In line with the 2015 NCHIP priority area of updating and automating case outcomes from courts and prosecutors in state records and the FBI's Criminal History File, the DCI will use NCHIP funding for two project: to continue the automation of criminal history records and to continue to develop and implement a new disposition reporting system.

The first project will continue the automation of hard copy data on criminal offender including court disposition information, master fingerprint cards, sex offender records, concealed weapons permits, and statistical reporting data. There is a need to digitize these records for preservation, efficiency of storage and to ensure the ability to share these original document records electronically in the present and future with other agencies.

The second project will continue the development and implementation of a new electronic disposition reporting system into Wyoming's Criminal Justice Information System (WyCJIS) by adding municipal, circuit, and district court disposition information and records. This requires an upgrade to DCI's existing WyCJIS infrastructure, as well as developing a web services interface between the Wyoming Supreme Court and the State's Criminal History Repository for complete court disposition reporting.
