Description of original award (Fiscal Year 2012, $699,879)

For more than two decades, the Bureau of Justice Statistics (BJS) has supported the Census of State and Local Law Enforcement Agencies (CSLLEA). The CSLLEA generates an enumeration of all publically funded law enforcement agencies, employing the equivalent of one or more full-time sworn officer with general arrest powers, in the United States. Historically, the CSLLEA has collected information about local police departments, sheriffs' offices, state law enforcement agencies, and special jurisdiction agencies. The CSLLEA2012 will expand the scope of the program to include law enforcement agencies with federal jurisdiction. The information collected through the CSLLEA will support a sampling framework to conduct other BJS law enforcement program, such as the Law Enforcement Management and Administrative Statistics (LEMAS) survey, update information in BJS's Law Enforcement Agency Identifiers Crosswalk, and produce national statistics about the number of publically funded law enforcement agencies, the number of sworn and nonsworn personnel, and the range of functions performed by those agencies.

The primary goals of the CSLLEA2012 are to develop a complete enumeration of all publically funded law enforcement agencies in the United States and to administer a data collection instrument that achieves a response rate of at least 99%. Funding for the CSLLEA2012 will cover activities associated with preparing and submitting a clearance package to the Office of Management and Budget (OMB), developing and screening the CSLLEA2012 roster to identify agencies that are within scope of the project, documenting efforts used to create the CSLLEA2012 roster, fielding the data collection instrument, maintaining a multi-mode data collection system with real-time tracking, reporting on the status of the collection, data processing and adjustments, creating the analytic files, and archiving the CSLLEA2012 data and documentation.
