Description of original award (Fiscal Year 2011, $750,000)

The primary purpose of the Arrest-Related Deaths (ARD) data collection and related-work is to provide a national count of deaths occurring during the process of arrest by state and local law enforcement agencies. The ARD program collects information regarding deaths attributed to homicide (both by law enforcement and civilians), suicide, intoxication, accidental injury, and natural causes. Additional goals of this collection include generating statistics on the manner and cause of death, the decedent's demographic characteristics, the decedent's behavior during the events leading up to the death, tactics and weapons used by law enforcement personnel, the nature of injuries sustained during the process of apprehension, and characteristics of the law enforcement agency involved in the death.

The purpose of this award is to develop the collection beyond its current capabilities by redesigning parts of the program to address limitations related to the identification of reportable deaths, coverage, and the validity of the data collected.

The award provides funds to continue data collection and analysis activities for deaths that occur during 2011, 2012 and 2013 and to develop an enhanced program beginning with deaths that occur during 2013.
