The Kentucky State Police will use funds to rewrite the Kentucky Open Portal Solution (KyOPS) application. The application and its sixteen collection wizards allow all law enforcement agencies in the Commonwealth to create every report type used to document law enforcement interactions. These reports provide vital information for National Instant Criminal Background Check System (NICS) transactions, and any reports submitted in the Kentucky Open Portal Solution are automatically made available to the state criminal history record repository and the Kentucky State Police NICS Section. The system is made available free of charge to all law enforcement agencies in Kentucky. Kentucky Open Portal Solution was originally designed and implemented in 2003 and the legacy technology used is now obsolete. It will be rewritten in the latest programming language to make maintenance of the system easier and make the systems more secure. All the rewritten systems will be web-based, allowing for more efficient use of technological resources and for secure work from remote workstations in the event of an emergency. The updated system will allow officers to use any authorized device to create reports, making access easier for smaller agencies that lack Mobile Data Terminals (MDTs) to use the system, thereby increasing the amount and quality of reports available to the state criminal history record repository—who can then provide them to FBI NICS and state Points of Contact.
