Description of original award (Fiscal Year 2022, $80,000)

The Tennessee Statistical Analysis Center (SAC) is an integral part of the Criminal Justice Information Services (CJIS) Division as it operates the Tennessee Bureau of Investigation’s (TBI) CJIS Support Center (CSC).  The CSC supports the overall mission of law enforcement agencies across the state with statistical collection and analysis, information sharing, and the assurance of compliance with relevant state laws. The CSC is the coordination point for the statewide Uniform Crime Reporting function under the Tennessee Incident-Based Reporting System (TIBRS) program, and for criminal justice research activities as well as a central clearinghouse for criminal justice statistics in the state. As the volume of data collected continues to grow, the SAC seeks to ensure that it maintains the capacity to review and verify the quality of all data being collected and maintained so that those reporting data and the products produced from the data are accurate, current, and useful to all statewide constituents; and ensures the on-going quality of data being reported to NIBRS. The 24-month Core Capacity Building Project will improve the timeliness and quality of data reported to the TIBRS and the National Incident Based Reporting System (NIBRS), and provide high quality data analysis and reporting for the state of TN through implementation of a new automated “machine-to-machine” communication workflow for secure and rapid delivery of state crime data so that all crime records, validation results, and required amendments are automatically synchronized across all systems (submitting agency record management systems- RMS), State Crime Insight repository, and FBI NIBRS).
