Description of original award (Fiscal Year 2023, $100,000)

The KY SAC proposes a project under Core Capacity-Building; B. Collecting and Analyzing Data on the Criminal Justice System Process. The SAC requests funding for the Executive Director to continue establishing and expanding the capability and capacity of the Kentucky Justice and Public Safety Cabinet (KJPSC) Criminal Justice Statistical Analysis Center (CJSAC) as required by law, policy, and professional community standards. Additionally, it includes funding for modifications, licenses, services, and automated programming interfaces to enable the establishment of the Department of Juvenile Justice (DJJ) Data Warehouse for exclusive use by DJJ and CJSAC to conduct short and long-term statistical analysis and research and evaluation projects using the entirety of the data within the DJJ Juvenile Kentucky Offender Management System (JKOMS). Under the Special-Emphasis Capacity-Building project area - Use of Administrative or Operational Criminal Justice Data, the CJSAC proposes to conduct a DJJ Phase III study that will build upon DJJ Phases I and II and is designed to continue improvement to the Commonwealth’s juvenile section of the criminal justice system. The deliverables will include the DJJ Phase III study with all proper documentation and inclusion of all analytical policies and procedures, statistical analysis reports, and electronic analytical tools that will be available specifically for the DJJ, the Administrative Office of the Courts (AOC), CJSAC, and KJPSC as well as generally to members of the Commonwealth’s criminal justice system as allowed by law and policy. Additionally, this portion of the proposed project includes funding for modifications and automated programming interfaces to enable these analytical tools.
