Annotation
An Offender-Based Transaction System (OBTS) is now being developed for States to allow policymakers and others to understand the criminal justice process more fully. Data have already been compiled for four States for arrest disposition, judicial decision, incarceration, and length of sentence.
Abstract

Tables present the data pertaining to outcome for felony offenders according to several characteristics, by offense, and by State location. OBTS can be used to analyze the criminal justice process, to develop new programs, to measure the impact of programs on crime processing activities, to establish accurate performance measures, and to forecast resource needs. One figure and a list of three readings are included.
