This report is based upon the results from a survey conducted of the administrators of the state criminal history record repositories in March-June 2017. SEARCH surveyed 56 jurisdictions, including the 50 states, the District of Columbia, American Samoa, the Territory of Guam, the Commonwealth of Puerto Rico, the Northern Mariana Islands, and the U.S. Virgin Islands. All 50 states, Guam, and Puerto Rico submitted survey responses. In addition, the Federal Bureau of Investigation was the source for some of the information relating to criminal history. This report presents a snapshot as of December 31, 2016. Although this is the fourteenth survey since 1989, trend comparisons may not accurately reflect the status of each state's criminal history records due to shifts in fiscal priorities or the advancement, expansion or adoption of technology.
