Description of original award (Fiscal Year 2020, $537,425)

The goal of the National Criminal History Improvement Program (NCHIP) is to improve the Nation's safety and security by enhancing the quality, completeness, and accessibility of criminal history record information and by insuring the nationwide implementation of criminal justice and noncriminal justice background check systems. BJS provides direct financial and technical assistance to the states to improve criminal history and other related records and to build their infrastructure to connect to national record check systems both to supply information and to conduct the requisite checks. Under the FY 20 NCHIP project, the Judiciary of Guam will use funds to continue their efforts from prior years to strengthen Guams criminal history records infrastructure and achieve III compliance. The Judiciary will supplement their FY 19 project efforts by implementing a court records system that facilitates the immediate identification of case disposition records and attending training conferences. The Judiciary will require that the new system include an interface with Guams VCCH and meets FBI standards for national data systems, including NCIC and NICS. (CA/NCF)
