Colorado National Criminal History Improvement Program (NCHIP)

The goal of the National Criminal History Improvement Program (NCHIP) is to improve the Nation's safety and security by enhancing the quality, completeness, and accessibility of criminal history record information and by insuring the nationwide implementation of criminal justice and non-criminal justice background check systems. BJS provides direct financial and technical assistance to the States to improve criminal history and other related records and to build their infrastructure to connect to national record check systems both to supply information and to conduct the requisite checks.

Under this award, the Colorado Division of Criminal Justice plans to provide subgrants to the Colorado Bureau of Investigation (CBI) and the Colorado Integrated Criminal Justice Information System (CICJIS). Funds will be used by CBI to improve the disposition match rate for misdemeanor and felony records by researching and updating records in the State’s Criminal History Record Information System and the FBI’s national databases, as well as updating and correcting criminal history records in the Colorado Crime Information Center and the National Crime Information Center which are missing arrest data. CICJIS is requesting funds to focus on technology upgrades to allow the facilitation of information sharing among the five criminal justice agencies that it serves; meet new requirements in a timely manner; and, meet the demands for an increased workload, performance, and scope through a more stable, scalable, and flexible technology solution. Program management and support will also be covered with funds from the NCHIP 2019 program.
