2020 Criminal History Record Assessment and Research Program (CHRARP)

An important investment by BJS for advancing recidivism research involves its work over the last ten years to automate the capture, parsing, and standardization of rap sheet data from the 50 states, DC, and the federal system. Their work makes the provision of data for research more timely and efficient, provides a national instead of state-dependent picture, and standardizes information across the 52 criminal justice systems represented. Drawing on NORC's previous experience with the 2015 CHRARP and the CCHRRD, we will 1) assess and report on the quality, variability, and completeness of state and federal criminal history records in terms of their ability to support research on crime, criminal offenders, and the operation of justice systems; 2) develop computer programs and crosswalk tables that expand BJS's capabilities to process the parsed rap sheet databases efficiently; 3) convert the federal and state-specific fields in the parsed rap sheet database into standardized numeric codes for a new BJS study; 4) Generate high-quality research files; 5) Provide BJS with statistical support to analyze the data. NORC will accomplish these goals and objectives, as specified by BJS, by working closely with BJS and our team of experts to develop a new study of interest and import to the field of criminal justice.
