Description of original award (Fiscal Year 2018, $28,463)
The Bureau of Justice Statistics (BJS) and the FBIs Criminal Justice Information Services (CJIS) division partnered to implement the National Crime Statistics Exchange (NCS-X), an initiative to expand the number of law enforcement agencies (LEA) reporting crime data to the FBIs National Incident-Based Reporting System (NIBRS). The NCS-X Initiative will support a scientifically selected sample of 400 LEAs in reporting incident-based crime data to NIBRS. BJS will be able to produce statistically sound, detailed national estimates of crime known to law enforcement when data from the 400 NCS-X agencies are combined with crime data submitted by the nearly 6,900 LEAs currently reporting to NIBRS.
The FY2018 solicitation furthers the goals of the NCS-X initiative by providing funding to local agencies in the NCS-X sample in order to assist them transition to NIBRS reporting. The Cullman County Sheriffs Offices (CCSO) goal is to submit incident-level crime data to the Alabama Uniform Crime Reporting (UCR) Program that is compliant with state and national incident-based reporting (IBR) standards. To accomplish this goal, CCSO will use NCS-X funds to upgrade their current records management system (RMS) in order to submit incident-level crime data to the state UCR Program.
The CCSO hosts a Spillman RMS that is used by the Cullman City Police Department, Hanceville Police Department, Cullman EMS, and Cullman Fire Department. The Spillman RMS is currently only configured to support UCR summary-based data collection. CCSO will upgrade their RMS to enable incident-based reporting (IBR). In addition to the software upgrade, CCSO will receive installation services from their vendor that include implementation, data migration, and support during the certification process. The IBR upgrade will not require modifications to CCSOs existing hardware or equipment. CCSO will work with the Alabama UCR Program to ensure data meet both state and federal IBR standards.
