Description of original award (Fiscal Year 2013, $65,000)

The goal of the National Criminal History Improvement Program (NCHIP) is to improve the Nation's safety and security by enhancing the quality, completeness, and accessibility of criminal history record information and by insuring the nationwide implementation of criminal justice and noncriminal justice background check systems. BJS provides direct financial and technical assistance to the states to improve criminal history and other related records and to build their infrastructure to connect to national record check systems both to supply information and to conduct the requisite checks.

Under this award, the Louisiana Commission on Law Enforcement (LCLE) will continue its efforts to improve the data quality of criminal history records by making enhancements to Louisiana's Prosecuting Attorneys' Management Information System (PAMIS). In order to improve the quality of information contained in PAMIS and forwarded to the Louisiana Supreme Court's Case Management Information System, the Louisiana District Attorneys' Association intends to enhance its Arrest Information eXchange System (AIXS) by adding the ability to receive and forward file attachments such as officer statements, mugshots, video or audio statements, or other record-related documents.

Funds will be used to: 1) upgrade the AIXS database server; 2) contract with AIXS and current criminal case management system vendors to reprogram the existing law enforcement interfaces to receive and forward file attachments to the state district attorneys' offices; and, 3) conduct onsite training with state district attorneys' offices to implement the enhancements. In addition, LCLE is seeking funds to partially support a state employee to oversee the day-to-day operations of the state's NCHIP program.
