Description of original award (Fiscal Year 2023, $2,624,133)
The Washington State Patrol (WSP) will use funds for activities that improve the availability of complete and accurate criminal records. In addition, WSP request funds to improve the capability of local jurisdictions to submit fingerprints electronically to the state and ultimately to the FBI systems. Specifically the goals are to support: 1) The WSP Criminal Records Division, ACCESS Section to changeover to the NIEM XML standard by transitioning message keys to NIEM XML; 2) The WSP Criminal Records Division, Criminal History Records Section will use a vendor, Screen ID, to research missing dispositions and staff to enter the dispositions as well as research missing dispositions and to provide guidance and recommendations to local agencies in improving CHRI accuracy and completeness; 3) Seven local jurisdictions to purchase Livescan equipment and accessories. The devices capture fingerprints and arrest information for submission to WSP and to the FBI. 4) The City of Spokane County Prosecutor’s Office and Tukwila PD to research case depositions for accuracy and completeness to reduce the backlog of missing dispositions and ensure submission to WSP and FBI. 5) King County to increase the number of missing pistol records uploaded to the criminal records systems and other related systems. The outcomes anticipated are complete and accurate criminal records at both the state and national levels and better capability to submit information such as fingerprints and palm prints to state and national records systems.
