Description of original award (Fiscal Year 2021, $182,875)

Under this award, the Delaware Department of Safety and Homeland Security will transfer funds to the Delaware State Police, State Bureau of Identification to enhance its Law Enforcement Investigation Report Suite (LEISS), a client-server-based police system comprised of two primary components: complaints/incidents and warrants/arrests. LEISS requires a better way to capture data relating to misdemeanor crimes of domestic violence, crimes against the elderly, mental health related protection orders, as well as the use of weapons incidents. Funds are being requested to update LEISS for Delaware to become NFF-compliant. This application is extremely important to Delaware criminal justice agencies and provides a higher degree of accuracy and will ensure that the information needed by not only Delaware criminal justice agencies but federal recipients will be more accurate for national users. Becoming an NFF state will allow all states, as well as the FBI, to request the complete and accurate criminal history directly from Delaware. Consequently, system enhancements and records used for making future sentencing decisions will be positively impacted when data is complete and easily understandable.
