This document describes the development of the juvenile justice system and discusses the assumptions underlying the establishment of a separate juvenile justice system.
Abstract

The document also describes legislative provisions, intended to protect the confidentiality of juvenile record data, which regulate disclosure both within and outside the adult criminal justice system. The impact of these policies is discussed and issues for future consideration identified. The document is the third in the series of Information Policy Reports issued by BJS.
