Description of original award (Fiscal Year 2022, $4,162,203)
The Connecticut Office of Policy and Management (CTOPM) will use funds for two sub-awards that build off previously funded NCHIP awards. For the first project: Sustain Repository Switch Support and ABIS/CCH Support Efforts, The Connecticut Department of Emergency Services and Public Protection (DESPP) will conduct the following project activities; 1) continue the support of the ABIS and CCH technology changes implemented in July of 2021, 2) support the implementation and design of Clean Slate effort legislatively enacted in 2021, 3) contribute legacy palm print records to the FBI NGI system, 4) continue the analysis, assessment and planning related to the ongoing sustainability of its internally developed message switch, 3) funding assistance to participate in the SEARCH CCH Data Quality Metrics phase 2 program, and 4) provide funding for additional staff to participate in SEARCH and National Crime Prevention and Privacy Compact meetings . For the second project, Court-Based Electronic Records Management System, the Judicial Branch will hire consultants to assist with developing the security requirements and specifications for an electronic document storage system for the official records of the Connecticut’s criminal courts. This new system will enable the courts to transition from a paper-based case initiation process where the court clerk now must copy or print arrest paperwork before scheduling a new case for court. The new system will also provide a more efficient medium for the criminal justice agencies to gain access to official court documents that may be used to support arrest and conviction records in various state and national records repositories. Consultants will assist throughout the project, from the earliest stages of the system development lifecycle, and including manual record processing activities for the NICS in parallel with the system development.
