Description of original award (Fiscal Year 2022, $106,703)

The Delaware State Police State Bureau of Identification will use funds to focus on ensuring that mental health records contained in the State of Delaware’s NICS G4 database are complete and accurate. Additionally, records of individuals that have been issued Weapons Relinquishment Orders or Lethal Protection Orders are contained in the database, both of which impose a G4 status upon the respondent and prohibit the purchase of a firearm or ammunition. The Delaware Criminal Justice Information System (DELJIS) is responsible for the development and maintenance of the State’s criminal justice information system, including ensuring the completeness and accuracy of records contained within the system. Recently, DELJIS has observed an issue with the NICS files as it relates to alias records. Previously, if a record was entered using a false or unofficial name, the State left the base record intact while appending an alias record of the correct identification information; however, this results in inaccurate base records. DELJIS has determined that the most complete and accurate manner to correct such discrepancies is to modify the base record to reflect the official name or identification information and attach the false name as the alias record. DELJIS will create a method to remove problematic records and immediately create the corrected record. No records are to be removed until the accurate information is presented to the user tasked with creating the corrected records. DELJIS will also focus on loading Weapons Relinquishment Orders and Lethal Protection Orders to the NICS database and the NCIC wanted person file.
