Description of original award (Fiscal Year 2022, $1,099,271)
The Nebraska State Patrol (NSP) requests funding for the following efforts: 1) Continued funding for Nebraska’s NICS Record Improvement Program, which includes a Program Manager position, as well as two Crime Analyst positions. This program’s goal is to improve the overall reporting of the state’s firearm prohibiting records available nationwide, as well as ensure the integrity, accuracy, and completeness of such records. 2) Contract with NIC Nebraska to support the development and maintenance of the Misdemeanor Crime of Domestic Violence (MCDV) and Felony Automated Reporting Systems. NIC Nebraska will also spearhead the upgrade of the Electronic Commitment Reporting Application (ECRA), which is Nebraska’s mental health reporting database. These systems help to ensure the completeness, automation, and transmittal of MCDV, felony, and mental health records reported to the NICS Indices. 3) Continued funding to support Nebraska’s Centralized Protection Order Office (CPO), which includes a Program Manager position, as well as two Crime Analyst positions. The goal of the CPO is to oversee the Protection Order (PO) Portal, which facilitates the entry of the state’s protection orders into the NCIC for nationwide availability. Needed maintenance and enhancements are provided by subrecipient, the Nebraska Crime Commission, with an important enhancement being a victim notification feature. 4) Douglas County is the most populous county in Nebraska, issuing an average of 38.7 percent of the total protection orders per year. The Douglas County Sheriff’s Office will continue to be a subrecipient to support the entry of their county’s protection order records, which is crucial to the success of the PO Portal. 5) The NSP is the authorized Concealed Handgun Permit (CHP) issuing agency in Nebraska. Continued funding for two NSP personnel to assist with the unprecedented volume of applications will help ensure the proper application of state and federal firearms prohibitions.
