The Bureau of Justice Statistics (BJS) began the Firearm Inquiry Statistics (FIST) Program in 1995 to provide national estimates of the total number of firearm purchase applications received and denied pursuant to the Brady Act and similar state laws. The FIST Program collects counts of firearm transfers and permit checks conducted by state and local agencies and combines this information with Federal Bureau of Investigation's (FBI) National Instant Criminal Background Check System (NICS) transaction data.

This program announcement describes the guidelines and requirements of the FY 2014 State Justice Statistics (SJS) Program for Statistical Analysis Centers (SACs). Since 1972, the Bureau of Justice Statistics (BJS) and its predecessor agency, the National Criminal Justice Information and Statistics Service, have provided support to state and territorial governments to establish and operate SACs to collect, analyze, and report statistics on crime and justice to federal, state, and local levels of government and to share state-level information nationally.

BJS is publishing this notice to announce the Technical Assistance Program to support activities under the State Justice Statistics Program for Statistical Analysis Centers (SJS-SAC) in fiscal year 2012. Since 1972, BJS and its predecessor agency, the National Criminal Justice Information and Statistics Service, has provided partial support to state and territorial governments for the establishment and operation of SACs to collect, analyze, and report statistics on crime and justice to federal, state, and local levels of government, and to share state-level information nationally.

The Bureau of Justice Statistics (BJS) seeks to establish a cooperative agreement with a collection agent to field the 2014 Census of Publicly Funded Forensic Crime Laboratories (CPFFCL14). The key activities covered under this award include updating the national census roster of publicly funded crime labs, developing the data collection instrument (i.e., questionnaire), collecting and verifying the data submitted by labs, and delivering to BJS a final data file.

BJS is pleased to announce that it is seeking applications for the BJS Analytic Resource Center (BJS-ARC), a project to support BJS's statistical methodology research, statistical analyses, and reporting for its Criminal Justice Statistics Program. As the principal federal statistical agency in the Department, BJS is responsible for the collection, analysis, publication, and dissemination of statistical information on crime, criminal offenders, victims of crime, and the operations of criminal justice systems at all levels of government.

BJS is announcing a public solicitation for the continuation of the Federal Justice Statistics Program (FJSP) through a Cooperative Agreement. The FJSP is managed by BJS and serves as the national clearinghouse of federal case processing data. Under this program, data provided by six federal justice agencies are standardized, maintained, analyzed, and archived (currently under Award #2010-BJ-CX-K079).

BJS is publishing this notice to announce the continuation of the National Instant Criminal Background Check System (NICS) Act Record Improvement Program (NARIP) in Fiscal Year (FY) 2014, identify the program priorities, and provide information on application requirements.

The NCHIP grant program is to improve the nation's safety and security by enhancing the quality, completeness, and accessibility of criminal history record information and by insuring the nationwide implementation of criminal justice and noncriminal justice background check systems.

BJS is seeking applications to assist in designing and implementing a new statistical series that integrates criminal, civil, and regulatory enforcement data to comprehensively describe the federal response to white collar violations. The project requires data collection on federal regulatory agency enforcement actions. Further, the project requires development of methods to integrate data from regulatory agencies with criminal and affirmative civil enforcement data that BJS receives from the Executive Office for U.S. Attorneys and the Administrative Office of the U.S. Courts.

BJS is pleased to announce that it is seeking an applicant to provide project management and coordination, technological systems design, and implementation and technical assistance services in connection with the National Crime Statistics Exchange (NCS-X) Project. The NCS-X Project seeks to build an ongoing statistical collection from a nationally representative system of incident-level records on offenses known to law enforcement agencies. The sample-based system would leverage the capabilities of existing record management systems and automated information exchanges.
